Giuliano CELLA
Advisor, Europe
Meet Giuliano
GIULIANO CELLA serves as the Europe Advisor to Chop-Oil Energy Limited and is currently the Managing Director of EUROTECH W.A. (Nig.) Limited. An Italian national, he is a highly experienced Mechanical and Civil Engineering professional as well as a Telecommunications Specialist with extensive international exposure.
Throughout his distinguished career, he has worked with several reputable international organizations, holding key technical and managerial positions that contributed to major engineering, infrastructure, and telecommunications projects. His vast professional experience, technical expertise, and international business network provide valuable strategic support to Chop-Oil Energy Limited's growth, international partnerships, and business development initiatives across Europe and beyond.
Chiu-Ling WANG
Advisor, Asia & South America
Meet Chiu-Ling
MS. CHIU-LING WANG serves as CHOP-OIL Energy Limited’s Advisor for the Asia and South America. She is an international business development strategist and global trade consultant with over twenty years of experience spanning international trade, investment promotion, infrastructure development, and cross-border business coordination across Asia, Africa, and America.
She serves as President and Chief Executive Officer of America Asia Africa Consulting Corporation (AAACC), an international development and consulting firm focused on promoting bilateral trade relations, infrastructure development, economic growth, and investment opportunities between America, Asia, and Africa. Through AAACC, she has participated in and supported major infrastructure and development initiatives across several African countries including Nigeria, Liberia, Niger, Chad, Burkina Faso, Congo, and Ivory Coast.
Wang also serves as Chief International Business Development Strategist with The Phoenix Group, where she develops strategic business expansion initiatives for emerging markets and supports international trade and investment coordination. Her expertise includes trade analysis, corporate strategy, investor relations, and infrastructure development support.
Prior to her current leadership roles, she worked extensively with international trade companies specializing in finance, securities, insurance, and commercial development. She also serves as a principal mandate for MAI Group Thailand, a major oil and gas company in Southeast Asia, where she oversees oil and gas transaction coordination across Asia and the Middle East.
Fluent in English, Mandarin, Taiwanese, and Cantonese, Ms. Wang brings strong international communication, investor engagement, and global business development expertise to CHOP-OIL Energy Limited’s international operations and strategic partnerships.
Aliyu MUAWIYA
Senior Advisor, Africa
Meet Aliyu
ALHAJI ALIYU MUAWIYA is a seasoned administrator and international relations expert serving as the Advisor for Africa at CHOP-OIL Energy Limited. With extensive experience in regional cooperation and institutional engagement across Africa, he has previously worked with both the African Union (AU) and the Economic Community of West African States (ECOWAS), contributing to strategic policy and regional development initiatives.
He attended primary school from 1984 to 1989 and completed his secondary education between 1990 and 1995. He obtained a Diploma in Public Administration from Kaduna Polytechnic, Kaduna State, between 1997 and 1999, and later earned a Higher National Diploma (HND) in Business Administration and Management between 2004 and 2005. He completed his National Youth Service Corps (NYSC) programme in 2007.
Alhaji Muawiya brings valuable leadership experience, administrative expertise, and strong continental relationships that support CHOP-Oil Energy Limited’s strategic expansion and engagement across Africa.
Laolu LAWOYIN
Senior Advisor, United Kingdom & North America

CHIEF LAOLU LAWOYIN serves as CHOP-OIL Energy Limited’s Senior Advisor for the United Kingdom and North America. He is a highly experienced oil and gas professional with over three decades of industry experience spanning petroleum operations, energy business development, international stakeholder engagement, and strategic industry advisory.
Over the course of his career, Chief Lawoyin has built extensive knowledge across the global oil and gas sector, contributing to business development initiatives, operational coordination, industry partnerships, and international energy engagements within both African and international markets.
At CHOP-OIL Energy Limited, he provides strategic advisory support for the company’s international operations, business relationships, and expansion initiatives across the United Kingdom and North America. His industry experience, global perspective, and strategic network continue to strengthen the company’s international positioning and growth objectives.
Martins OKEKE
Advisor, Canada & The Middle East
Meet Martins
MR. MARTINS OKEKE serves as the Advisor for Canada and the Middle East at CHOP-OIL Energy Limited. He is a business development and customer experience professional with extensive international experience across aviation, real estate, petroleum, agriculture, and business consulting.
Currently, he also serves as an Advisor at Airports Council International (ACI) World, where he works closely with airports worldwide on customer experience initiatives, helping airport operators enhance passenger satisfaction, service quality, and operational excellence through internationally recognized customer experience and accreditation programs.
In addition to his role at ACI World, Martins is the Founder and Managing Director of Kymso Global Sourcing, a Montreal-based sourcing and advisory company specializing in petroleum and agricultural commodities. Through Kymso Global Sourcing, he provides strategic advisory and brokerage support to organizations seeking reliable supply solutions for products such as bitumen, EN590 diesel, agricultural commodities, and other international trade opportunities across Canada and global markets.
Martins brings over a decade of experience in business development, sales leadership, operations management, and client relationship management. He has also built a strong background in real estate consulting, having worked in senior management positions within the UAE’s real estate sector.
Holding a Master’s degree in Business Management and a Bachelor’s degree in Finance, Martins is passionate about connecting businesses, creating growth opportunities, and delivering practical solutions that drive long-term success across industries.
